Error creating VVOL container on ESXi 6.0 U2

I'm trying to set up VVOL on a new Compellent system running SCOS 7.1 with Dell M630 blades with QLogic NetXtreme II (aka QLogic 57840) adapters and when I create the container, the Create Virtual Volume datastore task just keeps showing The object or item referred to could not be found over and over. I see the two 512 byte targets for the PEs but they do not show in the Protocol Endpoints section either, just under Storage Adapters. I am also seeing the following errors but only when I do a rescan HBAs, but there are no targets on my Compellent that match the referenced IDs and I can connect (and vmkping and mount traditional VMFS volumes) both fault domains from the host so I don't know what network it is trying to use. I don't see anything jumping out in the host logs, but I honestly don't know where to start there so i'm likely missing some key error somewhere. the VASA provider is registered and showing online in Dell Storage Manager and under Storage Providers in the vSphere side too

Edit: if I cancel creating the container from Dell Storage Manager I get this error (the DeviceID listed matches the VVOL container created on the Compellent)

Error Formatting on VMware: Error running VMware method [Method: Create Datastore] [Message: No Disk available for DeviceId to create Datastore on [DeviceId: 6000d31000d67602000000000000000b]]

Does anyone have any ideas?
